- 5 years of experience work with safety and health on environmental remediation projects in field environment.

Under moderate supervision, HR/Payroll Specialist is responsible for providing support to department activities with specific responsibility for ensuring the accuracy of preliminary and final payroll reports, time sheets, spreadsheets, and funds distribution; responding to inquiries and/or requests for data and/or reports; and providing timely and accurate payroll production. Additionally, this individual must demonstrate knowledge in functional areas of Human Resources including recruitment and staffing.
The payroll clerk screens online timecards for calculating, coding, or other errors. They process garnishments, resolve payroll issues, and provide outstanding service to all employees at all times. The individual in this position reports to, and works closely with the Senior Human Resources Generalist or HR Manager.
Responsibilities:
  • Maintains a wide variety of payroll information (e.g. direct deposits, pre-notes, W-4s, leave balances, salary, levies, garnishments, voluntary and involuntary contributions, etc.) for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelines.
  • Compiles and transmits payroll to ADP (such as hours worked, insurance, and union dues to be withheld, and employee identification number, from time sheets and other records) and enters data or computes and posts wages, and reconciles errors, to maintain payroll records
  • Ensures that all employees are paid on time and that their paychecks are accurate
  • Resolves discrepancies with payroll and/or documentation (e.g. payroll, withholding versus W4, leaves of absence, separating employees, etc.) for the purpose of ensuring accuracy of records and employee payments.
  • Records data concerning transfer of employees between departments
  • Prepares periodic reports of accruals
  • Prepares and issues paychecks
  • Assists with filing, answering of phones, preparing employee files, and administrative tasks as assigned.
  • Assists with the employee life cycle process to include: application, pre-interview investigation and screening, hiring, new employee setup, payroll, leave of absence, and resignation/termination processing.
  • Provides support for HR staff when needed, and handles other duties as assigned.
  • Other duties as required.
Qualifications:
Education, Licensing, and Certifications :
  • High school diploma required
  • Some college coursework in Business, Human Resources, or related field preferred
Experience Required:
  • 2-3 years of relevant professional human resources/payroll experience
  • At least 2 years general office experience required

 Qualifications:
Two years of increasingly responsible experience in special event management and production including experience with website management and maintenance as well as contracts and contract management. Equivalent to a Bachelor's degree from an accredited college or university with major course work in business, public administration, marketing, or a related field is preferred.

Knowledge of: Special event management and marketing best practices; principles and practices of public relations and public speaking/presentation; principles of business letter writing and basic report preparation; pertinent Federal, State and local codes, laws and regulations.

Ability to: Work with diverse constituencies that may possess competing objectives; be highly organized and plan multiple events at once; develop annual budgets, budget reports, and progress reports as requested; prepare and present clear and concise reports; communicate clearly and concisely, orally and in writing; market events in all types of media including social media formats; work closely with staff and consultants to maintain and update Downtown Grand Junction website; establish and maintain effective working relationships with those contacted in the course of work; work flexible hours to accommodate special events.
